SBU Garuda Sentra Medika memiliki produk unggulan dalam menjalankan pelayanana kesehatan yaitu Jaminan Pemeliharaan Kesehatan yang diberi nama JPK Garuda dan mulai diperkenalkan sejak 1998. Produk ini dalam penyelenggaraan pelayanannya melakukan kerjasama dengan klinik-klinik dan rumah sakit provider di hampir seluruh kota besar di Indonesia sebagai �service point� dalam pelayanan kesehatan bagi pesertanya. Dari kenyataan yang ada banyak peserta JPK Garuda yang telah memilih salah satu klinik provider sebagai klinik keluarga melakukan pemeriksaan kesehatan di luar klinik yang telah dipilih, terutama datang berkunjung ke klinik di SBU Garuda Sentra Medika. Selain itu masih banyak terjadi permohonan pembayaran biaya kesehatan (Reimbursement) atas pelayanan kesehatan di luar klinik-klinik dan rumah sakit provider yang ditunjuk. Sehubungan dengan kondisi tersebut, maka penelitian ini bertujuan untuk meneliti sejauh mana pelayanan yang diberikan oleh klinik provider terhadap peserta JPK Garuda, apakah kinerja yang ada telah cukup memadai, standarisasi pelayanan kesehatan yang terlalu rendah dalam melakukan kontrak kerja dengan mitra provider atau harapan dari peserta yang terlalu tinggi menyebabkan mereka tetap melakukan pemanfaatan pelayanan kesehatan di lain tempat di luar yang telah ditetapkan.

SBU Garuda Sentra Medika has a primary product on medical health care, known as JPK Garuda and launching on 1998. This product has joint operation with many clinics and hospitals in almost major city in Indonesia as �service point� for health services of medical health care (JPK Garuda) members. In fact many JPK Garuda members visited to others clinic outside of their family clinic primarily on main Clinic SBU Garuda Sentra Medika, and high reimbursements for medical expenses arise from non providers. The purpose of the study is to measure the services from clinic provider, clinics performance and the customer expectation and the others reason why the JPK members still going to non providers.
