Tujuan dari penelitian ini adalah untuk mengetahui kemampuan kompetensi pedagogik pada guru Bimbingan Belajar Imam Mahmud dalam menerapkan strategi pembelajaran melalui pemanfaatan sumber belajar dari rumah TVRI dan untuk mengetahui faktor penghambat guru dalam menerapkan strategi pembelajaran melalui pemanfaatan sumber belajar dari rumah TVRI (berbasis teknologi). Penelitian ini menggunakan pendekatan kualitatif metode deskriptif dengan teknik observasi. Hasil yang di dapatkan dari penelitian ini adalah kompetensi pedagogik pada guru dalam menerapkan strategi pembelajaran dengan menggunakan sumber belajar dari rumah TVRI masih dalam taraf yang kurang menguasai. Hal tersebut dikarenakan terdapat faktor penghambat guru dalam menggunakan sumber belajar berbasis teknologi. Faktor penghambatnya yaitu dalam pembelajaran, guru masih menggunakan strategi konvensional ; guru minim akan penggunaan sumber belajar berbasis teknologi ; kurangnya fasilitas berbasis teknologi dalam pembelajaran ; dan guru lebih memfokuskan kepada pengetahuan dan sikap peserta didik daripada keterampilan peserta didik. Dalam hal ini guru harus meningkatkan kompetensi pedagogiknya terutama dalam menerapkan strategi pembelajaran dengan menggunakan sumber belajar dari rumah TVRI sehingga pembelajaran dapat dilakukan lebih optimal

The purpose of this study was to determine the ability of the pedagogical competence of Imam Mahmud s Tutoring teachers in implementing learning strategies through the use of learning resources from the TVRI house and to determine the inhibiting factors for teachers in implementing learning strategies through the use of learning resources from the TVRI house (technology-based). This study used a qualitative approach with descriptive methods with observation techniques. The results obtained from this study are that the pedagogical competence of teachers in implementing learning strategies using learning resources from TVRIs home is still in a less mastered level. This is because there are factors inhibiting teachers from using technology-based learning resources. The inhibiting factor is in learning, teachers still use conventional strategies; teachers will minimal use of technology-based learning resources; lack of technology-based facilities in learning; and teachers focus more on the knowledge and attitudes of students than on the skills of students. In this case the teacher must improve their pedagogical competence, especially in implementing learning strategies using learning resources from TVRIs home so that learning can be carried out more optimally.
