Upaya kesehatan adalah setiap kegiatan untuk memelihara dan meningkatkan kesehatan, bertujuan untuk mewujudkan derajat kesehatan yang optimal bagi masyarakat. Puskesmas merupakan fasilitas pelayanan kesehatan dasar yang menyelenggarakan upaya kesehatan pemeliharaan, peningkatan kesehatan (promotif), pencegahan penyakit (preventif), penyembuhan penyakit (kuratif) dan pemulihan kesehatan (rehabilitatif), yang dilaksanakan secara penyeluruh, terpadu, dan berkesinambungan. Konsep kesatuan upaya kesehatan ini menjadi pedoman dan pegangan bagi semua fasilitas pelayanan kesehatan di Indonesia termasuk Puskesmas. (Permenkes, 2016)
