Rumah sakit merupakan salah satu fasilitas pelayanan kesehatan yang memiliki peran sangat strategi dalam upaya mempercepat peningkatan derajat kesehatan masyarakat indonesia. Peran tersebut semakin menonjol dengan timbulnya perubahan epidemiologi penyakit, struktur demografis, sosioekonomi masyarakat, perkembangan ilmu pengetahuan teknologi (Iptek), dan pelanyanan yang lebih bermutu, ramah serta sanggup memenuhi kebutuhan yang menuntut perubahan pola pelayanan kesehatan di Indonesia. Menurut Aditama (2004), Peran strategi ini didapat karena rumah sakit adalah organisasi yang sangat dinamis dengan fasilitas pelayanan jasa, yang mempunyai sarana prasarana dan peralatan yang dipakai dengan padat ilmu pengetahuan, teknologi dan kespesifikan dalam Sumber Daya Manusia (SDM), yang terdiri dari berbagai macam profesi salah satu profesi yang mempunyai peran penting di rumah sakit adalah keperawatan.
