Pada tahun 2014, Indonesia diperkirakan mengimpor sekitar 100.000 ton biji kakao karena produksi terus menyusut dan konversi lahan terus terjadi setiap tahun. Hal ini terjadi karena tanaman kakao semakin tidak menarik bagi petani sehingga banyak petani yang beralih ke komoditas lain. Kondisi seperti ini terjadi karena banyak faktor diantaranya yaitu tidak diperolehnya nilai tambah yang tinggi bagi petani sementara petani mempunyai risiko yang besar dalam mengelola perkebunannya sehingga perlu dirancang model untuk penilaian maupun penyeimbang risiko untuk semua pelaku rantai pasok kakao. Tahap pertama adalah dilakukannnya identifikasi risiko dengan menggunakan Fuzzy AHP dan diperoleh 3 bobot risiko terbesar yaitu risiko harga (0,20872), risiko kualitas (0,18941) dan risiko pasokan (0,18275). Untuk meminimalisasi 3 risiko tersebut, dilakukan analisa risiko dengan menggunakan Severity Index dan diketahui ada 9 variabel risiko tinggi yang mempunyai dampak terhadap potongan harga jual dan 9 variabel risiko tinggi yang mempunyai dampak terhadap jumlah produksi. Untuk mengurangi dampak yang terjadi, diusulkan 3 strategi untuk menanganinya dan untuk menentukan bobot strategi tersebut digunakan Fuzzy AHP, sehingga diperoleh hasil sebagai berikut : strategi Good Agriculture Practices/ GAP dengan bobot 0,3190, strategi Good Handling Practices/ GHP dengan bobot 0,2886 dan strategi penguatan kelembagaan dengan bobot 0,2813.

Indonesia has imported approximately 100,000 tons of cacao in 2014. Currently, cacao has not attracted farmer�s intention anymore. This is because of several factors such as no high added value for farmers and a high risk to cultivate the land. Therefore, there is a need to design a model for appraisal and balancing a risk among the cacao supply chain agents. The first stage is to identify the risk using FAHP. The result shows the top 3 high risks, i.e.: price/0.2087, quality/0.1894 and supply/0.1827. To minimize those risks, we analyze it using Severity Index. The results indicate that 9 high risk variables have impact on sales discount price and production quantity. We propose 3 strategies to reduce those impacts. Furthermore, we use FAHP to determine the weight of strategy. The final results reveal that GAP, GHP and strengthening institutional has the weight of 0.3190; 0.2886; and 0.2813, respectively.
