ANALISIS PENGARUH KEBIJAKAN DESENTRALISASI DAN OTONOMI DAERAH, PELAYANAN PUBLIK DAN REFORMASI BIROKRASI TERHADAP PENCIPTAAN IKLIM INVESTASI YANG KONDUSIF DI KABUPATEN BEKASI

Kebijakan desentralisasi dan otonomi daerah, pelayanan publik dan reformasi birokrasi salah satu tujuannya adalah agar daerah dapat menciptakan iklim investasi yang kondusif, tapi faktanya jumlah investasi di Kab. Bekasi mengalami trend yang naik turun. Penelitian ini bertujuan untuk mengetahui pengaruh kebijakan desentralisasi dan otonomi daerah, pelayanan publik dan reformasi birokrasi terhadap penciptaan iklim investasi yang kondusif di Kabupaten Bekasi. Hasil penelitian ini diharapkan sebagai masukan penyempurnaan kebijakan desentralisasi dan otonomi daerah, pelayanan publik dan reformasi birokrasi terhadap penciptaan iklim investasi yang kondusif di Kabupaten Bekasi. Metodologi analisa data menggunakan uji regresi berganda dengan variabel desentralisasi dan otonomi daerah, pelayanan publik dan reformasi birokrasi sebagai variabel independen dan variabel iklim investasi sebagai variabel dependen. Hasil dan pembahasan analisis data menunjukkan bahwa variabel desentralisasi dan otonomi daerah, pelayanan publik dan reformasi birokrasi secara bersamasama maupun secaraindividu masing-masing berpengaruh terhadap penciptaan iklim investasi kondusif. Variabel reformasi birokrasi dan variabel pelayanan publik sangat berpengaruh karena indikator variabel reformasi birokrasi yaitu pemerintah daerah Kab. Bekasi sangat mampu dalam menjalin sinergi (networking) dengan pemerintah daerah lain dan juga pemerintah pusat untuk mengupayakan orientasi pelayanan yang tepat terhadap masyarakat. Sedangkan variabel pelayanan publik dikarenakan indikator prosedur pelayanan publik Pemda Kab. Bekasi sangat mudah dipahami oleh pelaksana maupun penerima pelayanan publik.

Decentralization and regional autonomy policy, public services and bureaucracy reform the purpose is local government towards the creation of a conducive investment climate but the fact amount of investment in Bekasi District is become fluctuative. This study aims to determine the effect of decentralization and regional autonomy policy, public services and bureaucracy reform towards the creation of a conducive investment climate in Bekasi District. This research hope can use as advise improvement of decentralization and regional autonomy policy, public services and bureaucracy reform towards the creation of a conducive investment climate. The methodology of data analysis using multiple regression with variables of decentralization and regional autonomy, public services and bureaucracy reform as an independent variable and the investment climate variables as the dependent variable. Results and discussion of data analysis showed that the variables of decentralization and regional autonomy, public service and bureaucracy reform jointly or individually each influenced the creation of conducive investment climate. Bureaucracy reform variable and public service variable are very influential because of bureaucratic reform indicator variable that is local government of Bekasi is very capable in establishing synergy (networking) with other local governments and also central government for the orientation to seek appropriate services for the community. While the public services variable due to the indicator for local government public service of Bekasi very easily understood by implementers and recipients of public services.
