Pelayanan yang baik terhadap para pemohon izin mendirikan bangunan merupakan suatu hal yang sangat penting bagi setiap instansi pemerintahan dalam memberikan pelayanan kepada para pemohon. Metode analisis mencakup wawancara mengenai system yang sedang berjalan berupa hasil survei langsung pada staff Kecamatan Pinang serta hasil kuisioner yang diberikan kepada member guna mengidentifikasi kebutuhan informasi dan persyaratan sistem yang dibutuhkan. Metode perancangan meliputi perancangan dan penggunaan aplikasi registrasi perijinan melalui short sending message (SMS) menggunakan metode sms gateway.
