Setiap negara memiliki sistem dan undang-undang kebebasan persnya sendiri. Hal ini karena negara-negara tersebut memiliki perbedaan dalam tujuan, fungsi dan latar belakang sosial politik dan menyokongnya sehingga undang yang diterapkan juga berbeda. Deklarasi Hak Asasi Manusia 1984, yang memperuntukkan mengenai kebebasan bersuara dan menyatakan pendapat, menyebut mengenai kebebasan pers. Deklarasi Hak Asasi Manusia adalah rujukan utama pihak-pihak yang memperjuangkan kebebasan pers dunia.
