Teknologi informasi dan komunikasi berkembang sangat pesat, berbagai kemudahan dapat dirasakan dengan adanya perkembangan teknologi, salah satunya adalah penerapan teknologi informasi pada Badan Usaha Milik Negara (BUMN). Pada awalnya penerapan teknologi informasi pada Badan Usaha Milik Pemerintahan (BUMN) di Indonesia kurang populer, akan tetapi semakin berkembangnya zaman semakin banyak gagasan baru yang mulai memanfaatkan teknologi informasi, salah satunya untuk berkomunikasi dengan pegawai dan mendengarkan keluhannya, khususnya mengenai adanya dugaan kecurangan, pelanggaran hukum dan etika, serta penyimpangan lainnya yang terjadi di lingkungan Perusahaan, Contohnya seperti penggelapan uang, gratifikasi, tidak menepati jam masuk kerja, atau pelanggaran lain yang menghambat produktifitas kinerja pegawai
