Mutu Pelayanan Kesehatan menurut Pohan (2006) adalah suatu pelayanan kesehatan yang dibutuhkan, dalam hal ini akan ditentukan oleh profesi layanan kesehatan dan sekaligus diinginkan baik oleh pasien ataupun masyarakat serta terjangkau oleh daya beli masyarakat, sedangkan jaminan mutu pelayanan kesehatan adalah upaya yang sistematis dan berkesinambungan dalam memantau dan mengukur mutu serta melakukan peningkatan mutu yang di perlukan agar mutu pelayanan kesehatan senantiasa sesuai dengan standar layanan kesehatan yang di sepakati.
